TURKISH PROPOSAL DECLINED (Rec. March 10, 6.55 p.m.) Vancouver, March 9, A Washington message states that (Turkey without success attempted to secure the consent of the United States to tho abrogation of the extra territorial rights of foreigners, in connection with the proposed new form exequatur -issued to four consuls transferred from Germany, omitting the right to sit as judges in cases involving Americans and American property. _ _. America replied that she would not consent. The negotiations show that the consuls were' detained in Germany to avoid embarrassing her ally by sending the consuls on during the negotiations. —Reuter.
