Pl'he steamer Appam lias provided a remarkable Prize-Court case. She is a steamer of.about 8000 tons, and was captured off Madeira on .Taiwan- 15, 1910, by the famous German raider Moewe. Her commander put a- prize crew on board, and sent her to Norfolk, Virginia, to be there held as a German prize. The British authorities put in a claim for her release on tbo wound that the United States had no power to act as a reservoir for German prizes of war. Tho Germans, however, cbimod that a. special tivnty between the United States and Prussia cnvo them the privilege they sought, and Ihat the vessel inns}- remain in custody till after the war.]
