GERMANS FINANCING CUBAN REVOLT
SUBMARINE PLOT NIPPED IN THE BUD. (Red.- February 27, 10.50 p.m.)' Vanoouvor, February 27. A German attempt to establish a submarino base at Lucia Island, southcast of Cuba, was blocked by United Slates destroyers. The passengers on ono of the Cuban.liners confirm the report that the Germans were financing tho Cuban revolution.—Router.
