The regulations stipulate that 25 person shall, bo a party to a seditious striko' or to p. seditious lock-out, or shall inoite, encourage, or procure any such striko or lock-out or the continuance thereof. . "Seditious striko" means any strike, or transaction iu tho naturo of a strike, or combination, agreement, common understanding, or concerted action on tho part of any workers, which is intended'or has a tendency "to interfere with—

(a) The effeetivo conduct of. military or naval preparations or ope- ■ " .'rations during - tho. present war, whether in New Zealand or else--..wKero; or (b) Tho manufacture,- production, output, supply, delivery, or carriage of goods-or articles required by His Majesty, whether in New Zealand or elsewhere, for any <-■ purpose in connection ( witli tho pre- , sent war; or (c) The lading, unlading, manning, equipment; dispatch, or. use of any vessel carrying or -about to . carry from New : Zealand' any of His Majesty's Forces, or any goods or merchandise belonging to or destined for or required by His .(Majesty, whether in New Zealand or olsowhore, for any purpose in: ooniieotion ■with tho present war; ■ ■■or (d) The manufacture, production, . outputj ■ supply, delivory, or carriage of goods or articles in or in connection with any industry declared by .tho Governor-in-Coun- • cil, pursuant to tho foregoing provisions, of theso regulations, to be essential for the public welfare, or ' otherwise to interfere with the 'effective conduct of any such in- • dustry; or (e) The : effective conduct of any undertaking of His Majesty which : is Tequisito for the public safety during tho present , war.
