TYPOGRAPHICAL DISPUTE f

COMPLETE SETTLEMENT J

Since last November sittings of the Conciliation Councils have been held iu Auckland, New "Plymouth, Napier, AYellington, Netson, Greymouth, Christchurch, Dunedin, and Invoreargill to deal with the dispute affecting members of tho Typographical Union. Messrs. Frod. Pirani (Feilding), and Lem. T. Watkins (Wellington) have represented tho Newspaper Proprietors and Master Printers' Associations at eacli sitting associated with a local employer, and representatives of the Typographical Union were assessors for the workers. Prior to theso sittings, by direction of the Arbitration Court. a_ conference of representatives of both sides was held in Wellington to arrive at a settlement, but it was considered best to allow the Conciliation Councils to meet first and endeavour to secure a partial agreement. A conference was held in Wellington on Saturday, Mr. Hagger (Conciliation Commissioner) presiding. Messrs. Fred. Pirani, Lem. T. Watkins n T. Jones., and A. Sando represented the employers, and Messrs. M'Dougall and Barker (Wellington), Wilson (fliristelnirch). Farrant (Invercargill), Graham (Auckland), and Ferguson (Dmiedin) represented the workers. The conference, after a ed sitting, reached agreement on all points, which only require ratification by the Arbitration Courfc to conic into force on April 1. At the close of the sitting ■ the Conciliation Commissioner was congratulated on bis tact and impartiality. The agreement is to remain in force for three years, but the employers' representatives undertook to recommend thaiS six months after w:\co i<! declared a conference should be held to consider a reduction of hours in tho hand section. ; The principal variations from the existing award are as follows:— Wages.—Machine Section: A war bonus of 10 per cent, is granted to operators on. the minimum wage specified in the award, on condition that the, keep a record of their work, and prove to tbo employer that they have maintained an average of 7500 ems per hour, as against 7000 in the last award. Probationers arc to be paid £2 los. -per week for day work and £3 for night work until they can maintain an average of 7000 ems of corrected j matter, per hour, based on eight-point matrices, with a minimum cast-up of 40. ' Bulk-bands, stonehands, and machine-correctors are to receive a bonus of ss. per week. Piece, work rates, based on solid matter as it comes from, the machine, are to be: Up to G-point, 3J<3.; up to 8-point, •Sid.; up to 9-point, 3|d.; 10-point, 4d.

Hand Section.—A war bonus of ss. per week to be paid on the minimum fixed in the last award in Divisions I and 11, the latter division being enlarged to include towns having a population of 5000, and the whole of the industrial district of Westland, and the minimum wage being increased from ••£2 15s. to £3. Overtime for both sections is fixed at time-and-a-third, and for the hand section double pay is given after the first three hours' overtime. Tho award is not to apply to females at present engaged in the trade. Apprentices.—The proportion of apprentices is extended to ono for every office and one for every threo or fraction of three Machines; the extra 2s. (3d. per week for machine apprentices js abolished; the;limit for hand-com-position before an apprentice may be put on a machine is reduced to six months, but a total of two years out of the five must be spent on case; an apprentice's probation time may commence three months before the expiry of the term of another apprentice: and the mode of binding must be by deed. Record of Work.—Provision has.been made that no objection shall be made to any employer making use of such time records or other means as shall enable him to ascertain the cost of his work. . Returned Soldiers.—ln addition to the ordinary under-rate worker, provision is made on a similar basis for disabled returned soldiers. Monotype.—The monotype-machine keyboard operator is placed in the jobbing section at tho same rates of par and hours as in the last award. General Piecework.—lt was decided that, provided the union and tho employer are in agreement, piecework may be worked in any jobbing office on general or speoial work, and charged bv mutual arrangement, the wages earned tp-.be not less than 15 per cent .above time rates.
