FRESH ARRANGEMENTS Paris, February 9. The "Matin" stated that tho Governments of France, Britain, and Belgium have discussed the provisioning of the invaded territories in Belgium and France, and have opened pourparlers with Spain and Holland with a view to replacing the American control of the distribution of food.
