THE SCOTTISH DRINK QUESTION
STATE PURCHASE WITH LOCAL ' OPTION ADVOCATED.
Lord Balfour of Burleigh presided at a representative conference hold in Glasgow recently to discuss the question of State purchase and control of tlie liquor trade in Scotland. His Lordship said the cardinal point, to which those who called the conference attached the greatest importance, was to find a fair and reasonable means of eliminating private interest from the sale of intoxicating liquor in Scotland. Private interest had < been at the root of nearly every difficulty which faced them. . .
Many people imagined that prohibition would be a simple and effective policy, but his individual view was that in this country it was not practicable, oven at the present moment. Up till now they had been unable to eliminate bad houses without increasing the value of thoso that remained, which they might ultimately have to purchase. Upon the most liberal estimate it was calculated that the capital cost of the value of tho retail trade in intoxicating liquors in Scotland was hardly more than the cost of one day of this war. In conclusion, Lord Balfour said Sta'to purchase would give the public control of the management, and they could put a premium upon the sale of other articles which had not the deleterious effects of some of the spirits now sold. Sir John Maclay quoted Mr. Llovd Geonze as having expressed personallyto the speaker the opinion that the trade in Scotland should ho purchased, and the Local Veto Bill, which comes into operation in 1920, brought into immediate operation. .
■ By a majority, a resolution was adopted which stated that, while many nrpsent would prefer a measure of prohibition j the conference resolved that the Stato should acquire complete control of the sale of intoxicants in Scotland by purchasing on equitable terms the intenests at present held by private traders with the recomendation that the Scottish Temperance Act be broughT into immediate operation.
