I. The motion was — "That.in the opinion of. this . .coiuncil the time haj arrived when steps' should be taken to enable the Borough of. Eastbourne to becomo incoqjorated in the City of Wellington." Councillor Russell, who proposed the motion, explained that the enterprise of the borough could not bo gone on with if tho borough stood by itself. The financial obligations would be too" great. They had! to consider the cost of the scheme's contemplated—a water and drainage scheme —and then -there was the upkeep of the ferry service, which was far 100 big an undertaking for tlie borough. • . The mover was unable to find a seconder, and the motion therefore lapsed.
