Major-General Georgs W- - Goetbals, Governor of tlio Panama Canal zone, in his annual Teport, mado public by tho War Department at Washington last month, declares that the earth movements which liavo frequently interrupted traffio through the canal finally will be overcome for all time. Just before the above report was published it' was announced that Major-General Goethals would pass on to the retired list of the army on his own application, dating from November 15. Army orders at Washington show that President Wilsou approved his application for retirement after forty years , service. Hβ probably will be ■'succeeded by Lieutenant-Colonel Chester Harding, Engineering Corps, now Acting-Gov-ernor. Colonel Harding.was sent to Panama to familiarise himself with, the work several years ago.
