CROSSING DUTCH FRONTIER. Amsterdam, January 11. The Governor-General of Belgium (Genera! von Bissing) lias issued a decree which states that one hundred Belgians, some armecT, attempted to cross the Dutch frontier, by force. Thirtyseven were arrested and court-martial-led. Thirty were sentenced to death, and four youths to fifteen years imprisonment. The Governor-General, ill commuting the. death sentences to lifo servitude, says' lie did 'so. 'Vecauso the offenders liad not realised the gravitv of flicir offence.
