RUMANIAN PROTEST AOAINHT GERMAN ATROCITIES. (Reo. January 10, 11.30 p.m.) Washington, January 10. The Rumanian Government has protostod to neutrals against Germany's violation of all laws of war, and alleges that horrible atrocities wore committed against Rumanian troops and tho population in the Dobrudja. The protest assorts that German aviators at Bucharest and elsewhere bombed hundreds of innocent victims, including MO ivomon and children, also invalids and cripples. Ifil'ty-pight bombs were thrown on hospitals and alms-houses. Similar acts were committed daily in different towns.
