SUGGESTED LOGICAL SCHEME' . ' London, January 4'. The "Daily Telegraph," discussing the possibility of Imperial federation, says: "A logical schemo would be an. Imperial Cabinet, to determine policy, i subject,'to the ■ Imperial Parliament. ; A contribution by" each Dominion towards the Imperial Army and Navy would be a. first charge on revenue, which each Dominion would raise without the Imperial Parliament's interference. It is doubtful, however, if this' logical scheme would work. For many years the' United Kingdom must command a large majority over the Dominions in tho Imperial Parliament. The Dominions would fear that their autonomy might be invaded. There is no proof at nresent that-New Zealand, Canada, and South Africa are prepared to complete an organic union.
