Mr. James Keeloy, editor of tho "Chicago Herald," who was recently in , Europe, publishes extracts from the "Berliner Tageblatt," proving that there is a great food scarcity in Austria and Germany. Tho "Tageblatt" states that on January 1 rations were reduced.as-tfollow:—Potatoes from Hlb. to Jib. daily; meat to less than Alb. on meat days; butter to 2oz. weekly. The meat supply is wholly inadequate. Many foodstuffs arc unobtainable, and others i aro at impossible prices. Despite at- i tempts to reassure the people, milk and i other commodities aro extremely scarce, , and the situation daily becomes worse.
