The "Koelnische Volkszeitung" stresses the importance of the Imperial Conference, and opines that the Dominion representatives will obtain greater influence, also that it was possible that many matters tinder their influence would prove decisive, because England was dependent on them for many things. The Dominions may seoure a voice in the War Council and then it would be all over with the specifioially English interests. Bnt the British Empire will develop into one organisation which must bring gigantic changes. . .
