DRASTIC PROPOSALS. London, January 2. Sir lAlfred Booth, chairman o£ the Cunard Shipping Company, protests against the continuance of the waste of tonnage any longer. It is only necessary, he says, to cut down the luxuries of the country. We must reduce the imports of great staple materials, including cotton, wool and wood, and also abandon transit trade which ' makes demands on cargo space, port facilities, and labour.
