Entering on a conference at Germany's invitation while that couutry is proclaiming herself victorious, ho declared, the Allies would put their heads into a noose, with, tho end of tho ropo in Germany's hands. On. behalf of tho British Government ho gavo clear and definite support to the reply already maue by Russia and Franco to tho enemy's overture. In 1 , the course of his speech, Mr. Lloyd Georgo mado the important announcement that tho British Government intends to summon an Imperial Conference at an early date.
