COLOSSAL BLUFF

WHY THE REICHSTAG WAS SUMMONED GREECE ON THE VERGE OF WAR MOBEISATION ORDERED CHANGES IN FRENCH HIGH ..COMMAND Heir von Bethmann-Hollweg's much-discussed, and—in Germany —eagerly awaited surprise packet has been opened before a crowded attendance at the Reiohstag. Th e packet was disTinctly surprising, monstrous, colossal,' preposterous—a proposal for peace on the basis of the "Status quo ante-bellum"! Officials at Washington, as soon as they read it, said that there wasnot the slightest hope of the Allies giving oven a moment's consideration to what was a palpable "try-on." No one has a good word to say for the proposals, which, says' Mr. A"rtSur Henderson, suggest the picture of the burglar who, after filling bis bag, proposes to be allowed to make a peaceful departure. The "Manchester Guardian" thinks that the proposals should be examined,'and that the Allies should not neglect this opportunity of having all the cards on the table and discussing the question of ending the war. The London'"Times" takes the militant British view, and bestows scant courtesy upon the proposals. Greece is mobilising, and we are reminded of that kidnapped army corps from Zavala.. Instead of being interned, the army corps has been trained, and is now* supposed to be making its way to the Balkans front to attack General Sarrail. Changes in the French High Command are announced.
