HURRIED MEETING OF THE REICHSTAG MUCH MYSTERY AND VAGUE RUMOURS WHAT IS ON FOOT? Amsterdam, December 12. The summoning of the Reichstag came as a surprise, and caused much excitement in Germany. It is believed: that I-Icrr von Bethuiann-Hollweg intends to declare the war aims of Germany to impress neutrals with the idea, that the Allies and not Germany are responsible for continuing the struggle. Members of the Reichstag were sum*' moned by telegram. This is expected to be the most remarkable meeting since the outbreak of war. Herr von Betb-mann-Hollweg's action has'been, taken in full agreement with Vienna, Sofia, and Constantinople, where similar action was adopted simultaneously.—Aus.N.Z. Cable Assn:(Rec. December 12, S.lO p.m.)'' London, December 11The "Daily Tolegraph's" correspondent at Rotterdam states: "Berlin continues to remain feverishly excited in anticipation of the meeting of the Reichstag. A semi-official statement which has been issued has added fuel to the flames by declaring that not only will this be the most remarkable meet* ing since the war broke out, but also of world historic importance. Every kind of speculation is rife. The Imperial Government is conferring with the leading statesmen of all the States, who have been summoned to Berlin. Another remarkable procedure is that all the neutral Ambassadors have been invited to meet Herr von. Bethmann. Hollweg this evening. Herr von Zimmermann, tho new Foreign Secretary, will meet the party leaders to-morrow morning, prior to the gathering in the Reichstag. All tho deputies, including thoss afield, were summoned by wire. Herr von Bethmann, Hollwe°; at one o'clock on Saturday telegraphed instructing the President to summon the Reichstag. The public is commenting on the fact that this action was taken immediately Herr von Bethmann Hollweg returned to Berlin frpm headquarters, where an important conference vss held, the Kaiser and King Ludwlg of Bavaria participating. The rumouns of Herr von Bethmann Hollweg's speech, range from peace proposals to the establishment; 1 of a new Balkan Confederation. The favourite idea, is the promulgation of a separate peace with Rumania, _ and King Ferdinand's deposition in favour of a Hohenzollern nominee. A semi-official communique warns the public against believing the rumours, as the strictest secrecy is safeguarded. THE PEACE MOVEMENT . V PRESIDENT WILSON WILL J4OT PARTICIPATE. ' New York, December 11. It is authoritatively stated tbat President Wilson will not participate iu the peace movement, which is calculated to defeat its own ends, and would render the United States liable to the charge of partisan interference. —Aus.-N.2.
