NAVY LEAGUE
TRAFALGAR DAY MANIFESTO,
It lias been the practice of the Navy League on the occasion of each Trafal-gar-Bay during the past twenty-two years to issue to its members throughout the world a statement setting forth its views upon the naval situation. In its "statement for 1916, the leaguo states that sinces the beginning of the war the league has devoted itself whole-heartedly to the support 'of the Government, and has given expression to neither criticism nor comment which might in any way embarrass naval administration. This policy will be adhered to now, and until the close of the conflict.
The league lias decided that its propagandist effort during the continuance of tho war will he devoted to the following objects:— 1. The education of tho public opinion of the Empire so that the command of the sea by the British Meet may be regarded as the first consider- . ation of national and Imperial policy.
2. Tho prevention of a premature peace, which would ho disastrous in its consequences to the future peace of the world. In tho view of the league tl!e Var must go on until the naval power and military power of Germany are utterly destroyed. 3. The tightening of the blockade of the enemy through the full and unrestricted pressuro of our sea power. 4. Tho demand that the enemy shall render compensation for all merchant shipping destroyed by submarines and mines in violation of the Law of Nations, by the delivery of German merchant vossels to British shipowners on tho basis of ton for ton of equivalent values.
5. Tho establishment of a scheme of national sea training for boys which will secure at the earliest moment after' tho war tho entire elimination of aliens from tho British morchant servico.
G. The promotion of tho teaching of the uso of sea power and tho outlines of naval history in all tho schools of tlio British Empire. 7. Tho organisation of public opinion in support of tlio creation of an Imperial air policy under the responsible Air Ministry following upon tho war.
