London, December 6. , The "Daily Chronicle" says plans are maturing for a dramatic settlement of the Irish question in thg event of Sir Edward Carson re-enter-ing the Cabinet. Sir Edward Carson has seoured the consent of his UTsteC colleagues to the establishment of a; Home Rule Parliament for the whols of Ireland. The Protestants would ba represented on a basis of proportional representation. Ulster would be iiw eluded for a period of three years, afi. ter which an opportunity would bq given for a revision. ' A condition of the acceptance of thei scheme is till at the Nationalists shall agree to the extension of conscription; in Ireland, bringing in an additional 150,000 soldiers. Martial law would bg abolished. It is hoped that some of! the Nationalists will join Mr. Bonan Law's Government.
