Herr von Betlmiann-Holhvejj, in the Reichstag introduced the Compulsory Civilian Service Bill. Ho said: The insatiable war is'still raging. Our enemies hail last summer as victorious; but can they impose their will upon us? ~ Our Hues arc still unbroken. God has helped. us hitherto, and will continue to help us. Rumania, which was br'ought to a revolutionary change, is paying the penalty. Our enemies: do not desire poaco yet. Every day war is- prolonged makes the organisation of industry a moro decisive factor. "We are therefore determined -ko .organise, the. entire industry • of tho whole nation. The Chancellor, in his speech in the Reichstag, indicated that voluntary means would_ be utilised for carrying' put the levy in. mass before compulsion was applied. The speakers generally approved the Bill, but a representative Socialist minority declared that the party rejected the measure becauso it deprived workmen of the 'right to choose their place of abode. Even if tho e;icmy -was in Germany,-the Socialists declared, theGovernment could not treat tho population worse than the Bill proposed to do.
