KARORI BOROUGH COUNCIL

A meeting of the Karori Borough Council was hold last evening, the Mayor (Mr. B. G. H. Burn) presiding. The councillors present were: W. Skegg, R. T. Pell, AA\ C. Cooper, J. AV. Henderson, T. Lower, L. Davies, A. Hamilton, and R. Faire. The Port Chalmers Borough Council's protest against Civil Servants, receiving the 10 per cent, war bonus was received, and no action taken. Messrs. Young and Tripe, solicitors, wrote on behalf of a committee of Northland and Karori ratepayers, protesting against the special rate, and pointing out that the rate was -only security for the payment of interest and sinking fund, that the profits of the tramway must bo used for the payment of this fund, and not transferred to the general account, and suggesting that if the council had any doubt on the legal aspect the Supreme Court could lie approached for a declaratory judgment. Messrs.' Young and Tripe also stated that they had advised their clients to resist payment of the special rate. The council's reply, which was written iindcr legal advice, was a general denial of -the views expressed by Messrs. A'oung and Tripe, and intimating that the council would collect tho rate in the usual way, and would take action against defaulters. ' . • • Tho AJ'oiling ton City Council wrote in respect to drivers' licenses, and pointiiur out the course adopted by the City 'authorities in the matter, character as well as competency being required before a license was' issued. The letter was received. Tho AVorks Committee reported that the Borough Engineer had arranged with the City Engineer to. look after the three culverts in the Kaiworra Stream, the City to pay halftho' cost, and the responsibility to bo- equally borne by tho two councils.
