NEW EMPEROR OF AUSTRIA Australian-New Zealand Cable Association. Berne, November 23. The new Emperor of Austria-Hun-gary is styled Charles VIII. (Eeufcer's Teleeram.) Amsterdam, November 23.,' The Austrian Emperor issued ti proclamation on ascending the throne. It states: "This is a time of storm. Our aim is "not yet reached, and the illusion vt' our enemies that they will overthrow my monarchy and my allies is not yet dissipated. I will do all in my power to obtain peace as soon as the honour of our arms and the conditions of lifo in my countries and their allies, and the defiance of our enemies allow."
