GERMAN FOREIGN MINISTER RESIGNS
fKeuter's. Telesrram.l (Rec. November 22, 11.20 p.m.) Amsterdam, November 22. An official message from Berlin states that Herr von Jagow, the German Foreign Minister, has resigned for health reasons, and will probably be succeeded by Herr Zimmerman, at present Under-Secretary for Foreign Auairs.
