MR. MASSEY IN SCOTLAND

THE FREEDOM OF EDINBURGH. Australian-Ifrw Zealand Cable Association. (Rec. November 22, 1 a.m.) London, November 21. The Freedom of the City of Edinburgh has been conferred on Mr. Massey. The latter, in acknowledging the honour, said that bo was prepared to accept an Imperial Council as a preliminary' measure to a fuller Imperial Parliament. The Council could meet yearly in' London or in one of the oversea, Dominions. Taxation without roEresentation was wrong, and when the lominion had given of ler best manhood and much of her treasure, the argument became all the stronger.
