A section of tho Press advocates imposing heavy penalties on absentees. RECRUITING IN CANADA NEW SYSTEM IN FORCE. (Boater's Tclojrram.) Ottawa, November 20. The Canadian method of recruiting is being changed since tho dismissal of Colonol Sir Sam Hughes (ex-Minis-ter for War). Hitherto new regiments were authorised. The new system provides simply for recruiting compauies to reinforce old regiments.
