WAR RELIEF
ADVISORY BOARD MEETS
A meeting of tho Advisory Board of the Federation of New Zealand Patriotic War Relief Societies was held in Wellington yesterday. The Hon. J. T. Paul (Otago) having resigned the chairmanship, Mr. L. 0. H. Tripp (Wellington) presided, and there were also present Messrs. J. Grimmond and W. H. Cox (Southland), G. Elliott, and V. Lamer (Auckland), E. H. Williams (Hawke's Bay), Hope Gibbons (Wanganui), J. J. Dougall (Christchurch), W! W. Snodgrass (Nelson), H,. W. Kirkwbod (Taranaki). . The Moratorium. The Minister of Defence wrote with further reference to the extension of the moratorium to give protection to soldiers and to the suggestion that tho Government should '• consider the granting of relief on the basis of relief granted by the British Government, saying "I have to state that members of the Expeditionary Force are already fully protected 'by the Moratorium Act against their liability for the capital amount of all mortgages owing by them, and tho term •■mortgage" includes in this connection all securities over personal property as well as land.. In regard to the suggestion that-the Government should grant relief on the basis of relief already granted by-the-British Government, I "have to state that the proposals of the British Government ard being carefully considered, but ft is doubtful if tney are applicable to New Zealand." \lt was resolved that the Minister iihould be appioached with the object or securing relief on similar lines to that granted by the British . Government. ■-~■....- . ■ • . To Prevent Exploitation of Funds. Regarding the board's suggested precaution against .tiie exploitation of relief funds, the Minister wrote "There is no objection to officers of war relief societies making endorsements inside the back cover of discharged soldiers' payoooKs. ' It is not considered advisable, however, to issue any other kind ,of pay book than that already iii existence, which is in conformity with tho imperial Army paybook. Over 65,000 or these pay books havo boen issued, arid any new form would only be appliable to spldiers who have not yet joined the training camps. In addition, there ss also this fact to botremembered, that |.sf tor any reason a new paybook should t be issued to a soldier in the field, ho | would have to be supplied with the same style of paybook that is issued by the War Office." Sling Camp. The Minister wrote, saying he had received the following cablegram from the High Commissioner— "General Richardson and I visited Sling Camp last week. . Soldiers there were very anxious for accommodation in the shape of a hall for' reading and other purposes. . Sling is at a considerable distance from any centre, and . the Y.M.C.A. building is very small, and accommodation altogether too limited for 5000 men. Do you approve of patriotic .Junds being spent on erecting, equipping huts holding about 500 people?".'_ - The Minister's reply to the cablegram was—'"ffircction of hall for 500 men at Sling is approved, and if yon and General Richardson consider further accommodation required this also is approved." Now the Minister wished to know whether the board_ would approve of the payment for this work being mado out of the quotas that have been subscribed from tno Patriotic Funds. The hoard decided that Trie Government, and not the patriotio societies, should ho responsible for this work. /.Tlio matters of providing soldiers' diaries and contributing to the Queen Alexandra Fund were also considered to be outside the functions of the association. Catholic Field Service Fund. The Taranaki-Provincial War Relief Association asked if portion of the £3000 subscribed monthly could be applied for the purposes of the Catholic Field Service Fund. . It was decided to reply that the High Commissioner has money in hand for chaplains of all denominations, and that application should bo made to him for funds for Catholic chaplains.
