Hon. W. G. Spenco, Vice-President ot the Executive Council. Hon Lairdsmith and Senator E. J. ■Russell, Assistant Ministers. The portfolio of Minister of External Affairs was abolished and the' work of that office distributed between the Prime Minister and the Minister for Homo. Affairs.
.Mr. Hughes tendered his resignation to the Governor-General' and received a commission to form a new Government, when the now Ministers were immediately sworn in. Referring to tlie_ _ cleavage, Mr. Hughes says the .position, had become quite intolerable and incompatible with responsible representative government, as members were no longer free agents, and-merely registered the opinion of outside organisations.
