Zurich states that a. proclamation, signed by Generals von Besseler and von Kuk, has been published iin Warsaw and Lublin, announcing tho gradual establishment of the now autonomous ' kingdom of Poland from the. lands delivered from the Russian yoke.
The proclamation adds: "The struggle with Russia is not yet terminated. You desire to join us, therefore join us as volunteers, in order to help us complete our victories over the oppressor. Your brethren 'of tho Polish Legion fought beside us bravely, and with the highest distinction. Rival them in new bodies of troops, which, with the old Legion, will constitute the Polish Army, consolidating the new Slate, and guaranteeing its interior and exterior security."

A report from Munich states that twenty Polish notables, including Sienkiwicz, the author, have' issued a manifesto repudiating the "sham independence," mid* urging Poles not to fight against Russia.
