NEW FRENCH CARDINALS. ("The Times.") (Rec. November 11, 2.10 p.m.) London, November 10. The "Times" correspondent at Rome states that a Secret Consistory will be hold on December 4, and a Public Consistory on December 12, termed tho French Consistory, at the Sacred College of Cardinals. The creation of three French Cardinals is regarded as enormously significant, being a special honour to France, although ecclesiastical reasons alone prevail. The "Corriere della Sera" says that the Pope's relations with the Central Powers are strained, owing to His Holiness refusing the Emperor Franz Josef's demand for the deposition of Monsignor Endriui, the Irridentist Bishop of Trent, and tile Pope showering favours on France, to the exclusion of the Austro-German candidates. The Consistory produced a profound impression on Roman Catholics, who interpret it as a change in the Pope's policy.
