It will not seek to fix prices arbitrarily, but by purchaso of commodities endeavour to control tho distribution and check preventable rises m prices. Apart from wheat tho Government's chief problems are milk and potatoes. , Tho Board of Trade-is assured of a good rico supply, and suggests that it should largely replace potatoes.' The "Daily Mail" states, that the Wheat Commission has made large purchases in the United States and elsewhere, and intends to issue lists of fair prices for Hour and bread, which it will he in a- position to enforco owing to having control of the sale of all wheat. THE PROBLEM IN RUSSIA ("Tho Times.'*) Petrograd, November 2. The food crisis is daily assuming nioro, formidable proportions. The situation of tho working classes is intolerable.
