« , AN APPEAL FOR ECONOMY. An appeal to Britons overseas has been made by the United Workers, London, qiid issued with tl"> of Mr. A. Bonar Law. It is made available here by tile Minister oi internal Affairs (the Hon. G. W. Russell):— .

"After two years of the war we sec most clearly emerging a struggle of economic endurance, to be waged by the'non-combatants; and that side whose lion-combatants can finance it longest will win. Upon tho issuo depends the liberty of our Empire. "The whole German nation is supporting its armies. Tho utmost frugality is in force, and the nation's resources aVe being conserved in a remarkable way. To tho recent War Loan, which, realised. 530 millions, there were 5,279,645 subscribers. Germany is not exhausted.

- "Britain, who must buy her food and raw material abroad, and lend her Allies more than a. million pounds a day, has at last realised that every single citizen is called lipon for his oilier maximum effort. Through her Cabinet Ministers she has called upon the people for self-denial, for the utmost conservation of resources, and for the loan of every spare penny. "And tho people, now that they understand this to be an economic struggle, are responding more and more. They are awakening fast. The national conscience is stirring. We intend to produce more, to consume less, and to adjust our whole economic outlook to the war.

"Meanwhile, it is of the utmost importance that every Briton overseas, man and woman, shall understand the position. "Wo address all of British blood.. Wo address Canadians, Australians, South Africans, BritoDs in the Crown colonies, and Protectorates, Britons in India anil Thirmah. Britons in tho United States, in Latin America, in China, Britons wherever they may be on tho face of the earth; and wo tell them this:— "(1) Time is 011 our sido if our Empire can outlast Germany in. money and resources; and it is beyond dsputc that we can outlast her if we. choose. "(2) Our power so to do depends entirely upon the individual nonserving his resources, and making thorn availablo for the war. "(3) This he can only do by producing more, consuming less, and lending every penny lie can either to his own Government's war loans • or to thoso of tho British Government." .
