PROPOSALS STRUCK OUT OF THE BRITISH BILL. Australian-New Zealand Cable Association. (Reo, Nov, 2, 10.20 p.m.) London, November 2. In the Committee stage of the Special Register Bill all the amendmeuts for extending the franchise, including soldiers and sailors, were ordered out of tho Bill, which will probably he dropped. Mr. Asquith has promised a. simple measure for cmraucHising soldiers and sailors, and also munition workers and others, if possible.
