FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications oro for variable "winds, with moderate to strong "westerlies prevailing. The weather is likely to be changable, dull, and misty at times, with scattered showers. The barometer has 'a foiling tendency a,t. ■ present, but rising after about thirtysix hours. ' • Barometric pressure has been unsteady, increasing in the night, but decreasing again to-day.
