PRISONERS OP WAR
QUESTION OF PUNISHMENT. (Keuter's Telegram.) * . London, October 25. In the House of Commons, Lord Robert Cecil (Under-Secretaryv 'for Foreign "Affairs) announced that after oaireful consideration the Government had decided that it was not desirable to conclude a British and German agreement similar to the Franco-German agreement, -which provided for the temporary remission of grave punishments on war prisoners and return to Germany of Britisli prisoners working in Poland. (Renter's Telegram.) , (Rec. October 27, 0.10 a.m.) London, October 26. In the House of Commons Lord Robert Cecil • (Under-Secretary for Foreign Affairs), said that the Government understood that Germany was willing to exchange prisoners of military ago, but the War Office considered that it would be impossible to assent to that, in view of tho results which might accrue from the military point of view.
