REPORTED NAVAL BATTLE

A Norwegian steamer reports a naval battlo in the Arctic, where many submarines wore observed. It is believed that eight Zeppelins, which. were seen off Stavanger yesterday, participated. Mr. Curtin, the American correspondent, says that Germany continually evades the Allies' blockade. She is obviously importing fat by thousands of barrels to her quayside. There is no tea drinking. The Germans are' drinking cocoa and chocolate in vast . quantities. The cattle stocks arc four-iiftbs of the stocks held before the war; pigs have.diminished by 75 por cent., owing to their indiscriminate slaughtering in 1915. The authorities ar© now insisting on universal pig breeding, and posting rural notices that not to keep and fatten pigs is ail act of treason to the Fatherland. The food rationing is badly organised, dearth and plenty alternating in different, districts. The ticket system was arranged on the assumption of a speedy victory, and the war finishing in 1915, which led to reckless consumption and increased prices.
