BRITISH PRESS OPINIONS
London, October 22. The newspapers point out that the Austrian Lower House has been closed sinco the eve of the war. Various parties have been clamouring for it to be reopened, but Count Stuergkh was obdurate, pleading the necessity _ for secrecy and . for leaving the national affairs to tho Ministers of the Crown. Tho virtual non-existence of the Austrian Parliament placed tho Empire under Hungary's rule. Count Stuergkh was completely overshadowed by Count Tisza, who throughout spoke without Constitutional warrant in the name of the whole Empire.
It is significant that the Hungarian Opposition has been demanding tho reopening of the Austrian House of Deputies. The position is critical, because in 1917 the famous "Ausgleich," or compromise compact, between Austria and Hungary must be renewed or terminate. Austrian antagonism German overlordship is dai!y_' growing, but Count Siuergkh's maintenance of a drastic censorship had muzzled both' the. Press and tho public.
