THE GERMAN RULE IN BELGIUM
Australian-New Zealand Cable Association. _ Amsterdam, October 19. General Von Bissing, the German military Governor of Belgium, announces that all unemployed Belgians who are dependent on charitable relief are liable for compulsory work, with the alternative of three years' imprisonment. The Belgians are indignant, and interpret the announcement as the prelude to wholesale deportations. An attempt to enforce the new rule at Ghent caused riots, which were dispersed by cavalry.'
