HELP FOR STARVING POLES.
EFFORTS AT. GENERAL AGREEMENT ON METHODS FAIL. Australian-New Zealand Cable Association, New York, October 18. President Wilson states that efforts to aid Poland have failed, as the Powers have not agreed to the terms under which relief was to be sen! President Wilson lias addressed the belligerent Powers suggesting fresh negotiations. Mr. Norgo Baker, of New York, in an audience with the Pope, explained tho desperate condition of a million and a half of children in Belgian territory occupied by Germany. As a result the Popo lias appealed to the children of happy and prosperous America to aid tho unhappy children of Belgium.
