A SEPARATE PEACE BAIT. Australian-New Zealand Cable Association. (Rec. October 18, 3.30 p.m.) Amsterdam, October 17. Tho "Vossische Zoitung" declares that Constantinople is the only serious causo of disagreement between Russia and Germany. "Russia has no right to its possession, hut a right to its use." The "Vossische Zeitung" suggests a separate peace, founded on a settlement of tho Dardanelles question on a new basis, disregarding England, thus making Turkey a bridge, instead of an obstacle, to Russia's economio interests.
