THE SHOOTING OF SHEEHY SKEFFINGTON

The report of the committee of inquiry into the shooting-of Sheehy Skeftington (at the time of the Sinn Fein revolt) says: "Apart from insanity, there is no excuse for the conduot of Captain Colthurst." The report animadverts on Colthur'st's failure to realise the elementary principle that the shooting of unarmed and unresisting civilians without trial is an act'of murder, whether martial law has been proclaimed or not.
