The "Observer's" Petrograd correspondent says: "The Austro-Germans are still, energetically counter-attacking, and vainly attempting to wrest from General Brusiloff the initiative. The fortifications of Halicz still attract,and! repel the Riwsian onslaught. Meanwhile the Russians "have gained and retained ground, particularly near Brzezany and Sviunky, manifesting a strong and insistent purpose in operating in important critical directions on the southern front. . Progress, however, is necessarily slow'. .German absolutism has gradually hardened up the enemy's organisation from Berlin to Bagdad, for the supreme struggle in opposition to Brusiloff has trebled in vigour. Moreover his aims must partly bo determined by the events on the Rumanian front. The danger'in the Dobruja has momentarily retarded the Russian advance in Galicia, but when the Bulgars are thrown back, the advance will be resumed in strength. This will be opportune for the Rumanians, when facing strong enemy forces in Southern Transylvania. The operations in Galicia henceforth will form an integral part of the Allies' Balkan campaign. The Russians are closely assisting the Allies in this most urgent task in tho East, aiming at the defeat of the Bulgarians, and to cut the enemy's lines of communication, and especially to stop the Balkan Express (from' Berlin to Constantinople). Tho situation from that standpoint is hopeful. Whether Lomberg is taken soon-or not, the Russians axe hastening the day when the Rumanian General Averescu and tho French Commander in the Balkans, General Sarrail, •will meet in Sofia.
