Some time ago the Now Zealand Catholic Federation wrote to the members of the National Cabinet on tho subject of the Kitchener • memorial scholarships, which are to be founded on the basis of a donation of £1000 by the Hon. Colonel Pvhodes for the children of fallen soldiers. The federation nrged that if the child of a Catholio soldier won such a scholarship he should be allowed to take it out at a Catholic educational institution approved by tho authorities. Most of the members have formally acknowledged tho receipt of the letter. The Hon. G. \V. Russell has gone somewhat further. In the course of- his reply he says :— "I agree with, your contention that a Kitchener Scholarship won by a Catholic child should be allowed to bo undertaken at a Catholic seminary approved by tho authorities; otherwise Catholio children would be debarred from participating in the benefits of the scheme, which is intended to be a recognition of the patriotism and self-sacrifice of all New Zealand soldiers. lam not aware of tho terms upon which Colonol Rhodes has made his gift. Upon them his decision must, of course, be final.'-'

, The Hon. Colonel R. Heaton Rhodes writes in reply: "Referring to tho question raised by you as to the eligibility of a. boy attending a Catholic school to win such a scholarship, such a position nover occurred to me, for the reason that I gavo the .money without any conditions whatever and never gave them a thought. I left the form of the scholarship and the conditions ontirely to the Council of Education, tho scheme, of course, to be submitted to tho Government for approval. I admit at once that Catholics havo responded mostliberally and have shared the same perils as those_ of other donominations, and havo laid downtheir lives with equal loyalty, and it is my earnest desire that no child, of whatever denomination, should bo debarred from participating in tho benefit of tho scheme." /
