SALE OF LIQUOR
NEW REGULATIONS ' LICENSES MAY BE CANCELLED. New regulations were gazetted last B«ht Tinder the Amended War angulations Act of last session. The new decrew have to do with the conduct of public-houses and the sale of intoxicatingrhquor. Briefly tho offect of them is ■that on application by. a senior police officer, with tho approval of tho Commissioner of Police, tho Licensing Committee may cancel tho . license held l>y any publican, provided he has had duo Jotice to attend before tlie committee to . causa why his license should not bo cancelled. If such an application by the police succeeds this does not mean that tho hotel must ho closed. The cancellation of the license or right to sell liquor applies only to the particular licensee affected. The public-house may remain open, provided it is handed ovgr to tho control of some other person. The regulation runs as follows:— , Any superintendent' or inspector of police may, with tlio approval of tho Commissioner of Police, make application to the Licensing Committee of the liconsing district in. situated any. premises held under a puMican's license,, for tho cancellation - of that license on any of the grounds following, namely:— (a) That the licensee has committed a breach, of the Licensing Act, 1908, or that .he has committed a breach of any regulation made under Section 3 of the War Regulations ■ Amendment Act, 1916, relating to the salo .of intoxicating ; liquor, or that ho has committed a 1 breach of any of tho conditions of his license; or • (b) That he has permitted the licensed premises to be frequented by disorderly or disreputable persons; or (c) That he has failed to conduct the licensed premises in an orderly manner; or •
(d) That for any other rtason (to be specified in the application) the licensee is not a fit and proper person to be the holder of such license.
"The other- clauses deal with the pro'cedure to bo followed. A 6 Section 3' of the Act of last year was the legislation empowering .the Government to forbid the practice of "treating" or "shouting," it follows that a' publican stands liable to have his license cancelled for permitting the practice,; contrary to the War Regulations.;
