General Bell's official report on Villa's raid on Chihuahua shows, that Villa, on September 15, seiro a letter to General Trevino, stating that he would shake hands with him at Chihtiahua on September 16, and asked tho latter to prepare a suitable reception, as ho was hungry-. _ j Villa, disguised, made a dramatic appearance at the Governor's Palace on September 16. He ran on to the balcony and shouted to the crowd: "Viva, Mexico! I am your, brother. I will give you your liberty!" Then he disappeared, and subsequently secured .possession of the penitentiary, the Governor's residence, and tho Federal buildings, which, with a force of a few hundred, he' held for several hours, ■despite the presence of the Carranzista garrison of 6000 men. Villa then liberated two hundred prisoners, and carried away sixteen automobile loads of arms and ammunition under an escort which had deserted from the Garrinzistas. Ho left the city with an additional thousand recruits, and rotircd leisurely, practically unmolested. / Trevin.o and lfis officers wero banqueting when attacked.. Trevino started for the Governor's palace, but his staff deserted him.' The officials at Washington consider that the Mexican-American Conference which is now sitting cannot ignoro these grave developments.
