London, September 20., Official: "In pursuance ,of the War Committee's decision, a board has been appointed, with Mr. Austen Chamberlain as ohairman, and Viscounty Midleton as vice-chairman, to determine all questions relating to the allocation or economic utilisation of Britain's man power for the successful prosecution of tho wax, and to direct the Government Departments concerned to create- machinery necessary to co-ordinate the activities regarding the distribution and utilisation of men audovomen." . WE MUST LOOK AHEAD. ' ("The Timee."). (Rec. September 21, 5.20 p.m.) - London, September 20. Colonel Repington ("The Times'" military correspondent) says: "Tho end of October will bring a 6laokening of activity at the front, and we shall not resume on a grand scale .till the spring of 1917. We must therefore look ahead and settle the question of the. reserves available for the spring operations, and not" entertain any delusions about tho German man power. Despite her losses and defeats, sho still has large reserves. She has - not called up her 1917-18 classes, and other large accessions will be available. She will call up all her, men between sixteen and sixty before admitting defeat, thus hoping to wear us down. TKe Allies must place in tho field every available able-bodied man. We havo not yet sufficient men for a decisive decision and annihilation. Five million men of military age are available in Britain^—sufficierifc to maintain ono hundred divisions in tho field if the exemptions had not seriously encroached upon them. Wo must drastically ' reform our Service Acts, or Germany will beat us in organising her 'man power. Ireland should bo able to give 150,000. Compulsion will bo necessary in order to maintain the Irish divisions. Britain has rio need to raise the age for service until tho younger classes have been exhausted. There are still three or four million men among . the exempted, secured in civil occupations, and one and three-fifths millions of military age wearing badges. If 1 we are forced to call up the older mo.(i we must use our homo defences, relieving the younger men for the front." .
