AN ELECTION IN MEXICO
CARRANZA SEEKS TO RESTORE THE CONSTITUTION Australian-New Zealand Cable Association. Mexico City, September. 15. Carranza. has issued a decrec providing for the election, of tho National Congress on October 15, to meet on November 20, to accept or improve tho present Constitution. 110 will then order a Presidential election, and resign power to tho President-elect.
