Its contents have not been disclosed, but it is believed that. Japan is dissatisfied with tho Note. . ~ JAPAN EXPLAINS TO -AMERICA. ',•' (Ilea September 13,. 1.56 p.m.) Washington September 12. • Japan has officially notified Amcrioa that Japan's demands on China do not infringe Chinese sovereignty, and do not impair tho Root-Takahira agreement. (Roc. September 13, 7 p.m.) Washington, September 12. The American Ambassador to Japan (slr. G. W. Guthrie) was instructed by his Government on September 6 to ask Japan for a statement, and to inform the' Japanese Foreign Office that tho first Press reports of the Japanese demands had greatly disturbed the American Government, which trusted that thoy were untrue. The Jaraneso Foreign Minister replied that some of tho Press. reports were approximately true,, while tho others wore a coloured mixture of untruth and exaggeration.
