The. thirty million sterling which General Von Bissing, the Gorman Gov-ernor-General of Belgium, has confiscated represents the amount which was put into circulation in 3elgium in consequenco of the lifting of the moratorium. Von Bissing decided upon this action six months ago, apparently with the express purpose of annexing the proceeds for war purposes. It is noteworthy that this act of brigandage coincides with the unsuccossnil issue of the German war loan in Berlin. Two directors of the National Bank of Belfium who refused to sanction the robery wero deported to Germany.
