Karl von 'Wcigand, who is at Budapest; telegraphs ''to'" tlie New York "World" that, owing to tho most violent scenes' in the Hungarian Parliament 'over the Rumanians' entrance ' into the war, Count Tisza (Premier) has been compelled to accept a motion for a debate on the advisability of Hungarian and Austrian delegations meeting in joint session to discuss the Aus-tro-Hungariau foreign policy. ■; Conn*- Tisza's effort to explain that 'A'ustro-Huugarian diplomats and soldiers did not anticipate Rumania's belligerency wag howled down, deputies snouting: "You allowed them to give you one under the ear." Count Czernin, the Austro-Huncarian Minister at Bucharest, was called a traitor and a "diplomatic clown." A demand was made that the Hungarian troops should be recalled from foreign soil to defend Hungary.
